In 1967, a moratorium was placed on the death penalty. But it was not until 1976 that Canada formally abolished the death penalty from the Criminal Code, when the House of Commons narrowly passed Bill C-84. By then, Canada had hanged 710 people since capital punishment was enacted in 1859.Mar 16, 2009 .Canada has been a fully abolitionist country since the 10th of December 1998.
The abolition of the death penalty is a significant development in the advancement of human rights. Everyone’s right to life is enshrined in Section 7 of our Canadian Charter of Rights and Freedoms. This fundamental right is also enunciated in Article 3 of the Universal Declaration of Human Rights and Article 6 of the International Covenant on Civil and Political Rights.

Canada–Malaysia Relations
Canada–Malaysia relations refers to bilateral foreign relations between the two countries, Canada and Malaysia. Canada has a high commission in Kuala Lumpur, and Malaysia has a high commission in Ottawa Both countries are full members of the Commonwealth of Nations. Canada has a long history of close and friendly bilateral relations with Malaysia and was the first country to recognize Malaysia’s independence.

The claim that follows from this is that the international order is a legal order – to the extent that states want it to be. There is a domain of international responsibility, but it is delimited in certain respects and vague in others, all of which serves to connect state interests – which are defined in terms of power – with international legal norms, which are allowed to operate within a particular bandwidth of acceptability
On one side, state responsibility is marked by soft law, which consists of agreements between states, often couched in terms of policy declarations or guiding principles, for which states incur no legal responsibility (Kolb, 2017: 36). On the other side of the state responsibility are serious breaches of international law, with respect to international peace and security, self-determination of peoples, prohibition of genocide, slavery or apartheid and protection of the environment. Article 19 of the 1996 draft version of the ASR categorized these breaches of international law as international crimes (p.55). This formulation elicited support from some quarters but criticism from others. Several are worth noting here. Assigning criminal liability to states misreads the civil rather than criminal nature of the law of state responsibility.
The point of civil responsibility is the restoration of a status quo ante, presumed to be a lawful state of affairs. Any breaches of primary obligations, spelled out in innumerable treaty obligations between states, must be wiped clean through some form of reparation. “If you unlawfully disturbed the position that I was in,” writes Kolb, “you should reinstall me in that position” (p.153). He adds: “we are in a context of civil responsibility: no one wins, no one loses and everything is brought back, to the extent feasible, to the original position” (p.153).
It focused on the death penalty. The death penalty has been abolished by law or de facto in around two-thirds of the world’s countries. … During the drafting of Rome Statute for the ICC, several such countries pushed for the International Criminal Court to have the power to impose capital punishment.

- Mr. De Caermichael is a 59 year old Canadian male. Mr. De Caermichael is dying from an act of Bio-terrorism in Malaysia.

Summary
MS. AMAL CLOONEY -Your blocking of the vital communication has led to a domino effect of others mimicking this bleak behavior. Mr. De Caermichael was exposed to a lethal neuro- toxin placed in his rental vacation bed while on vacation in Malaysia.
Mr. De Caermichael according to the Malaysian doctors, who confirmed that Malaysian doctors refuse treatment for vacationers. The doctor confirmed that he supplies medication only for minor pain relief and that Malaysia has no cure for Leptospirosis. Mr. De Caermichael was refused lifesaving Medical attention.
He offers that Mr. De Caermichael indeed does not have long to live or if he survives may be permanently injured and die later from the injuries. Canada has refused help- support by The Prime Minister Justin Trudeau – used an arcane ruling known as The King’s Prerogative to not allow Mr. De Caermichael to get back to Canada. Mr. De Caermichael is dying from all this legal palaver. He requires immediate legal/Medical assistance.

IMPRISONMENT
Mr. De Caermichael is hiding from the Malaysian law due to the illegal over-stay a technicality as its excused under his Malaysian inflicted Illness. Immigration in Malaysia – that it was okay under this ongoing Medical issue.
But as his condition worsens– the Heart disease that began after the viral assault – has weakened Mr. De Carmichael’s body. Any undue stress, as in the Malaysian Police – may lead to a stroke or Heart attack. Due to the many extortion attempts against him – Mr. De Caermichael passport was used to secure all legal contracts and therefore his passport may be compromised by acts of extortion.

As the assaults led to his life being threatened, and he was told repeatedly… He was going to be killed by Mr. Jack Goh. The Malaysian condo owner as he extorted funds with his threats after being reported. The Police were notified but it was deemed a misunderstanding.

The Universal Declaration of Human Rights
Article 1.

Today was rough. I had a stroke early Monday morning – a blazing light went off in my head – waking me up – followed by a massive – I am not sure how to describe it. But my right leg was twisted to the Right arcing my entire body to the right and then as suddenly to the left. I do know I cried out in pain and then collapsed. I think I saw the time at the time of the stroke at 4.30 am. By the neon clock.
When I came to – it was 11.30 am. Monday morning. So I do not have much recollection- beyond the attack and then becoming conscious. I was exhausted all day and could not get up and get to a Hospital. Not that I would have any luck for as per usual I tried KPJ Hospital and as usual they did not disappoint and refused to treat me again. I went to Columbia Asia and finally after running the gauntlet of the inefficiency and constant we don’t have this and then a lot of harangue over shots – vaccines. So much drama. And I am so exhausted – all the time.

Io sono un canadese deliberatamente avvelenato in Malesia mentre è in vacanza e mi trovo vicino a morte da un grave la leptospirosi – persistente leptospirosi umana, Weill la malattia e quant’altro ha formato poiché mi è stato infettato gennaio 13th, 2017.Ho subito crollò e la cronologia completa è già completamente documentati. Come sto morendo dalla Malaysia ha rifiutato di trattare ogni tipo di visitatore di Malaysia. Mi è stato detto che stavo andando a morire e per ottenere OUT ASAP torna in Canada. Il Canada ha rifiutato qualsiasi assistenza a qualsiasi livello. Ho contattato tutti.
Purtroppo per il tempo che mi potrebbe pensare a cosa fare il mio Malaysian visitor visa era scaduto il quale è un’Immigrazione malese non problema. Mi avevano discusso tardi visa partenza a causa della infezione. Come mi è stato gravemente malato e aveva sviluppato problemi di cuore, andato un cieco in e fuori – Situazione e collassata e il letto era cavalcato in questi ultimi 11 mesi. Ho avuto a suo tempo – un corpo pieno rash – cecità — battito cardiaco irregolare – sequestri – vomito – allucinazione spurgo del cervello. Non ho idea del perché io sono ancora vivo. Sto cercando di ogni strategia di guarigione posso trovare da omeopatia, medicina tradizionale cinese – Ayurveda – tutto e il contrario di tutto. Sì mi è mancato ma se salvato non ho a morire. E si sa che il danno la febbre di ratto non al fegato, reni – tutti i principali organismi.
Il Canada ha una bizzarra politica consigliere per il canadese in viaggio all’estero e possono negare qualsiasi tipo di assistenza per tornare in Canada soprattutto in questo stato indebolita. La situazione divenne sempre più politiche con Justin Trudeau – mi nega basato sul mio non essendo abbastanza canadese. ? Egli è utilizzando un secolo 1800 diritto canadese – Il Re prerogativa e la misericordia prerogativa di blocco efficace di me di venire in Canada per il trattamento. Come la Malaysia ha anche negato il trattamento di me e il mio corpo sta morendo ho dovuto chiedere di essere ammessi in Vaticano ha un rifugiato ai sensi urgenti esigenze mediche.
Ho avuto parecchi petite strokes – trascorrere 20 ore nel letto – e pregare incessantemente. Mi può avere forse fino al 1 marzo 2018 a vivere. ? Ho anche iniziato a fugue membri e black out – e io sono molto smemorati come la malattia progredisce.
Ho chiesto – Sua Santità Papa Francesco,al Segretario di Stato Cardinale Pietro Parolin e il Segretario per i Rapporti con gli Stati, Arcivescovo Paul Richard Gallagher,

Ma come la malattia mi sta uccidendo – ho dovuto applicare direttamente a voi e vi chiedo di seguire con tutti gli interessati.
So che questo è controversa ma così è trovare il mio corpo morto in un paio di settimane. Come il Canada preferisce e cerca la mia morte tanto quanto la Malaysia non ho alternative ma cercare la politica di asilo dei profughi.Cercherò tramite – il vostro Malaysian ufficio vaticano. La preghiamo quindi di essere preparati ad assistere. Ho chiamato il Vaticano molte volte e non vi è alcuna risposta o se il telefono è occupato. Ma dal momento che non ho scelta in materia. Di questo salvataggio scende al di sotto di molti diritti umani delle leggi che permettono questa esigente in situazioni di emergenza. Così come il Canada preferisce che io lancio un massiccio tuta legale per accedere a qualsiasi dei fondi nelle sedi consolari 1 miliardi di dollari di fondo, che io abbia un canadese dispone di un diritto di eccezione soltanto previo accordo del Re del Canada – vale a dire Justin Trudeau.
Gli avvocati hanno dichiarato che Justin vuole che ogni canadese che richiede assistenza legale per accedervi tramite un 10-30 milioni di dollari di legge tuta. I diritti umani degli avvocati non rappresenterà ogni canadese a meno che la pubblicità che circonda il caso è estrema. Poi circa 20 imprese legali collegare se stessi – la rivendicazione di tutti i multi milionario di spese legali.
Sarò morto da quel tempo- a meno che io sono accettati come un profugo dal Vaticano. Loro sono le leggi del Vaticano per consentire questo e se poi non mi saranno martirizzati dal Canada è re.

I am on my way to see you. My name is Cristoph De Caermichael.I have applied for Emergency Medical Refugee status.
I am a Canadian poisoned deliberately in Malaysia while on Holiday and i am near death from severe Lepospirosis – Persistent Human leptospirosis, Weill’s disease and whatever else has formed since I was infected January 13th, 2017.
I immediately collapsed and the full history is already fully documented. As I am dying from Malaysia’s refusal to treat any visitor to Malaysia. I was told I was going to die and to get out ASAP back to Canada. Canada refused any assistance at any level. I contacted everyone.
Unfortunately by the time I could think of what to do, my Malaysian visitor visa had expired which is a Malaysian immigration non issue. I had discussed late visa departure due to the infection. As I was seriously ill and had developed Heart problems, gone blind an In and off – situation and collapsed and was bed ridden these past 11 months. I had at the time – a full body rash – blindness — erratic heartbeat – seizures – vomiting – hallucination brain bleed. I have no idea why I am still alive. I am trying every healing strategy I can find from Homeopathy, Chinese Traditional medicine – Ayurveda – anything and everything. Yes I am failing but if rescued I don’t have to die. And you know the damage the Rat fever does to the Liver, Kidneys – all major bodies.
Canada has a bizarre counselor policy for Canadian’s traveling abroad and can deny any assistance to get back to Canada especially in this weakened state. The situation became increasingly political with Justin Trudeau – refusing me based on my being NOT Canadian enough. ? He is using an 1800 century Canadian law – The Kings Prerogative and The Mercy Prerogative to effectively block me from coming to Canada, for treatment. As Malaysia has also denied me treatment and my body is dying I had to ask to be allowed into The Vatican has a Refugee under Urgent Medical needs.
I have had several petite strokes – spend 20 hours in Bed – and Pray relentlessly.
I may have maybe until March 1 2018 to live. ? I have also started fugue states and black out – and I am very forgetful as the disease progresses.

But since I have No choice in the matter. This rescue falls under many Human rights Laws that permit this under exigent Emergency circumstances. As well as Canada prefers that I launch a massive legal suit to access any of the funds in the Consular 1 Billion dollar fund, that I has a Canadian has a right to except only by agreement of The King of Canada – ie. Justin Trudeau. The lawyers have stated that Justin wants any Canadian who requires assistance to legally access it via a 10-30 Million dollar law suit. The Human Rights lawyers will not represent any Canadian unless the Publicity surrounding the case is extreme. Then about 20 legal firms will attach themselves – to claim all the Multi-Million dollar legal fees.
I will be dead by that time- unless I am accepted as a Refugee by the Vatican. Their are Vatican laws to allow this and if not then I will be martyred by Canada’s King.

I was/ am on vacation in Malaysia – April 2017- to current times
I was lethally brutally attacked in Port Dickson by a crazy land lord – who had placed bedding that was infected with a known Malaysian Plague virus – that is considered 100% lethal if not treated – and 50 -50 if treated,
People in general are very confused by their thoughts of Malaysian – procedures – life – everything but these people have never been here – been hijacked – murdered en defacto.
Malaysia is a google paradigm – its words applied to a social Media platform with very little basis in Modernity. In Malaysia for many its still 1974. Meaning that they are displaced in time and space -rendering them virtually incompetent. As well as 1 reason that the world knows nothing of this situation is it usually happens to Indonesian – Thai – Bornese – Nepalese basically immigrants that are essentially more impoverished than the Gilla Malaysians. Note it says silent killer – but ignored the other Murderer – aspect. If you are in Malaysia for any reason – as a foreigner you are in grave Danger. As you are a target!

Malaysia is a very dirty country – with a ramshackle – culture – mostly uneducated and poor – dangerous through rampant alcoholism – and infections such as the Leptospirosis – Weill;s Disease – that i was infected with – There is so much going on here – that has happened – I live in a twilight zone – a haze of illness –
Port Dickson is a Village – with few modern convenience – and people that are very dangerous.
Everything here is rancid. All the info is in my blogs v-blogs – but I am extremely ill – dying in fact.
So if you have a hard time following – In the past 10 months- i have experienced a violent deadly infection. That made me blind – damaged my heart – my liver – my kidneys – my brain. I had to somehow document it – blog it – to try and create a record of how I died . I am told that as Canada has disavowed my existence – and under current Consular law – Malaysia can do to me as it sees fit. If I die – My body will be dumped ad all my belongings stolen. That is if i die in bed.
If i die on the streets – on errands – the body is trashed – i will have no ID on me – and though the Malaysian Police know all this. It is deemed as misinformation. I will be arrested if I try to leave without court documents that prevent me from being harmed –
As the Malaysians are so dangerous – any interactions – will result in life imprisonment here – partially due to the fact that I will either have a Seizure – a coronary –a stroke – I will blister – and be pocked – itching – and eventually – I will seize – and die – as the anaphylaxis will kick in – and i will choke to death. I have gone through all this in 2027. Why I am still alive i do not know.
But any sudden changes that increase stress – its bye bye – and with no Hospital care – No one to translate all this – they don’t speak English – am a large man – they are small – and they will in a group attack me – As my convulsions – etc will be seen as acts of violence. So they will think just Kill me.
I require several months in hospital – an MRI – A Cat Scan – A spinal Tap- and then as this disease has mutated – I may develop Leukemia – Muscular Dystrophy – Schizophrenia- Zika – HIV -Lyme disease – severe Heart Disease – Hepatitis – Septicemia- Meningitis – the list is endless all fatal if not treated. Why so dangerous – Its RAT URINE – FECES- fed on by Maggots – Bed bugs – worms- parasites and injected right in my blood stream.
Again my blogs have all this information. And still people think its unreal – a fantasy – or ?? This is 2018 and I am dealing with a form of the plague – an ancient law – from Canada – known as the King’s prerogative.
Canada consular laws became vicious – and deadly – allowing for my certain death and that of others 1800 Canadians are dying in many countries.
I was bed ridden for most of 2017 – I am trying to save my life and let people know of the danger of Malaysia and Canada.

Malaysian doctors refuse to treat visitors – and I was thrown out of many hospitals and Kliniks here in Malaysia. The doctors screamed GET OUT –
they refused me medicine – Finally they admitted that I will never get care for any disease here in Malaysia – and in fact – they tell me – that Malaysian doctors often Kill – or damage their foreign patients as they are not trained.
They- most Malaysian medical staff – use GOOGLE to diagnose aliments and search out recommended medication via Google – Why get a medical degree – when you can just google your patients ailments.
All this is well documented in my many blogs – is it Cruel – Abuse – Medical Drama – Imprisonment – Death – that i am trying to avoid
So I have to receive urgent Medical help – with in 90 days – I am appealing for Asylum to the Vatican – Italy – France – Germany – England – Australia – Sweden.
Canada denied me as I am not Canadian enough – The following are pix of what I experienced. You can see I have suffered greatly.
